Troy Greene

Instructor

Deputy Chief Troy Greene retired from the Saint Paul Police Department in 2023. Troy is currently employed as a multi-jurisdictional law enforcement coordinator and has served as a licensed police officer in a large metropolitan city beginning in 1995. He has a master’s degree from the University of St. Thomas in Police Leadership. Most recently, Troy has served as the Senior Commander of the Special Operations Unit (SOU).  SOU is responsible for the planning and coordination for large scale protests and civil unrest incidents.  Troy has served as the Incident Commander for several recent high profile civil unrest incidents for the metropolitan city that he serves.

Troy served on his department’s SWAT team for 19 years taking part in over 750 successful, high-risk missions. He served ten years as an officer on SWAT, nine as a Sergeant/Team Leader, three years as a member of the sniper team, and four years as a lead tactical instructor. He spent over nine years in narcotics enforcement, six of which were spent on a federal drug task force working complex poly drug and weapons cases. He has worked all levels of narcotics, gangs and weapons investigations, from undercover officer, to lead investigator and supervisor.

Troy was a Sergeant for nearly 10 years before being promoted to the rank of Commander. As a sergeant he has served as a patrol supervisor, internal affairs investigator, and department training unit executive officer.

In addition to being a firearms and defensive tactics instructor, Troy is one of the department’s subject matter experts in PepperBall, less-lethal, and chemical munitions.
