This course is designed to assist leaders responsible for organizational readiness as it relates to protests and potential civil unrest. Supervisors at all levels will benefit from attending this course. Thorough planning to respond to any number of scenarios that crowd management brings is critical for positive outcomes and to mitigate unnecessary injury and future litigation. CDRP provides a comprehensive curriculum to aid any organization, joint operation, or task force in preparation for just these types of situations.

The instructor, Troy Greene, has an extensive background in tactics, community engagement and field command during civil disturbance response. Troy was the Incident Commander for the city of Saint Paul during the unprecedented civil unrest following the death of George Floyd. This class will take a critical look behind the curtain to reveal what worked and what did not, in terms of strategy, leadership, planning and execution.

Students will leave armed with a blueprint for preparing and planning their agencyā€™s response to similar dynamic, complex and resource intensive incidents. Topics presented include but are not limited to: Constitutional and legal considerations, strike team development and deployment, reasonable application of force, hostile crowd de-escalation techniques, working with protest organizers to facilitate safe and lawful events, protecting critical infrastructure, coordination of mutual aid and practical tools for resource management.

TESTIMONIALS

ā€œTheĀ instructor has more experience and tacticalĀ knowledge than any other instructor Iā€™ve seen.Ā  This class gave me confidence and perspective needed to take on my new position as patrol supervisor.ā€-Sgt. Brian Boekhoff, Eagan P.D.

ā€œThe instructors are actual officers, and Troy Greeneā€™s specialty is Incident Command. So very knowledgeable.Ā  What I liked most about the training was the scenarios and tabletop exercises, the index cards about the fears that we (the class) are all thinking the same things.ā€-Susan Schultz, Orono P.D.ā€‹

ā€œTroy brings a wealth of experience to the table. Great stories and examples.Ā  What I liked most about the course was how practical this was to the job. Makes you think about calls youā€™ve been on or could encounter.Ā  Loved the table tops!ā€-Ben Rieke, Marshall P.D.ā€‹

ā€œIf you had not introduced Troy as a Commander, I would not have guessed his position/title based on his presentation because during the class he caters to the officer/first level supervisor.Ā  Knowing heā€™s part of a large urban departmentā€™s command staff, but can relate to the lower level officer, shows his ability to instruct and relate to all levels of police.ā€-Sgt. Jake Heckert, Edina P.D.ā€‹

ā€œTroy definitely knows how to train.Ā  Knows his stuff.Ā  Very interesting, not boring ā€“ I would attend another training by Troy.Ā  My favorite part of the class was the scenarios on how to prepare ā€“ discussion about slowing down tactical engagement.Ā  Everything was great, I learned a lot.ā€ā€‹

ā€œThe instructor was very engaging.Ā  Lots of firsthand knowledge and experience which is valuable in a training setting.Ā  Table tops can be daunting but these scenarios were structured in a way that was helpful without being too involved.ā€ā€‹

ā€œVery articulate. Draws from experience.ā€ā€‹ā€Extremely knowledgeable, passionate, and straight forward.Ā  My favorite part was being engaged all day and not bored .ā€ā€‹

ā€œTroy is very knowledgeableĀ and shared his personal experience to get his point across. The discussions and table tops were helpful.ā€ā€‹ā€Spoke well and kept the class interesting.Ā  Felt like he wanted to be there.Ā  The best part of the course was the 1st and 2nd Sgt. duties outline and case law examples.ā€ā€‹

ā€œWhat I liked most about this course was the self assessment.Ā  I have fears about being a new supervisor, and this gives me a new perspective!Ā  The instructor has hands-on knowledge of the topics discussed!ā€
