This course is designed to assist leaders responsible for organizational readiness as it relates to protests and potential civil unrest. Supervisors at all levels will benefit from attending this course. Thorough planning to respond to any number of scenarios that crowd management brings is critical for positive outcomes and to mitigate unnecessary injury and future litigation. CDRP provides a comprehensive curriculum to aid any organization, joint operation, or task force in preparation for just these types of situations.

The instructor, Troy Greene, has an extensive background in tactics, community engagement and field command during civil disturbance response. Troy was the Incident Commander for the city of Saint Paul during the unprecedented civil unrest following the death of George Floyd. This class will take a critical look behind the curtain to reveal what worked and what did not, in terms of strategy, leadership, planning and execution.

Students will leave armed with a blueprint for preparing and planning their agency’s response to similar dynamic, complex and resource intensive incidents. Topics presented include but are not limited to: Constitutional and legal considerations, strike team development and deployment, reasonable application of force, hostile crowd de-escalation techniques, working with protest organizers to facilitate safe and lawful events, protecting critical infrastructure, coordination of mutual aid and practical tools for resource management.
